The brief
Norea Central introduces a new benchmark for commercial development in Phnom Penh. Positioned along the waterfront with panoramic views of the Mekong River and the Norea Park promenade, the project brings together a series of mid-rise workplace environments designed for modern organisations and future-ready businesses. Retail, dining, and lifestyle amenities are woven into the ground plane to create a place where people can work, gather, and slow down.
With sports, leisure, and entertainment venues forming part of the wider Norea district, the development sits within a growing ecosystem that promotes a balanced approach to living and working.
Scope of Work
Concept development, architecture, interior planning strategy, commercial space optimisation, mixed use urban integration, workplace test-fits, floor plate efficiency studies, and public realm integration to support retail, F&B, office, and community programming.
The first phase of Norea Central focuses on workplace innovation, designing open, flexible layouts that can support private offices, co-working, collaborative spaces, and outdoor working terraces. Generous glazing frames uninterrupted views towards the river and skyline, while circulation and shared spaces are arranged to encourage community, movement, and wellbeing throughout the building.
At street level, boutique retail, cafés, banking, and everyday amenities sit beneath a shaded pedestrian arcade
that connects seamlessly across the development. Flexible floor plates support office, retail, and F&B layouts, with selected levels designed to convert to residential apartments over time as
Norea City evolves.
